The QNY advocacy agenda targets the broader community of policy makers, scholars, parents, and the general public to promote accreditation as a means to quality improvement for early childhood education programs. Through such advocacy work, QNY seeks to create a more favorable policy environment that supports accreditation and other quality improvement efforts, and to endorse long-term policy changes that create additional resources that will support programs in meeting the goal of continuous quality improvement.

New York Policy Agenda

Quality New York is working with all of the public agencies involved in the regulation of and/or financial support for early education programs to increase investments in quality.
QNY partners participate in the Program Assessment Work Group established by ACS to develop common program assessment standards across child care, Head Start, and UPK programs. Partners share their expertise in administering the ECERS-R and using it as an assessment tool across the system.
QNY developed an advocacy tool kit to provide current information to all of the QNY participating organizations on the value of investing in accreditation. QNY NEWS provides updates on policy and advocacy and tips on reaching out to elected officials to help them understand each program’s resource needs and the importance of public investment in high quality early care and education.
QNY partners are active participants in the development of a statewide Quality Rating System as a strategy to promote and support quality improvements in early childhood services.
QNY partners collaborated in the development of a briefing paper for the NYS gubernatorial candidates, outlining a broad agenda for early care and education, including the Quality Rating System and establishment of a statewide early learning commission.
